They are in fact three pufferfish with a textured surface and cute cartoon features. They are also brightly coloured with different colour combinations. They also do what they say on the tin: flip and float. They are therefore an ideal bath toy for young children and are said to be suitable for 3 months and above. They are a quality product, and this is reflected in the price (£9), which is rather expensive in my opinion (hence four rather than five stars)..
